Missing NPCs

Divine Pride describes a Lighthalzen Repairman NPC being at lhz_in02 284/14, but I'm not seeing an NPC in that spot. Same with the Malangdo Tool Dealer at malangdo 232/163. I'm curious to know why they are missing on iRO, but not on kRO.
