“Payment Verification Pending” message, what does this mean?

The first payment by a WarpPortal account does not actually purchase points for the account. Your form of payment will not be charged. What this first payment does is serve as a "check" for verification before purchases of WPE can be made.

The verification process is required only once for each account, and it may take up to 24 hours. If a first payment check has been denied, the registered WarpPortal account's email address should receive an email informing you of this.
